States must agree to increase the rate or expand the base of the 10% goods & services tax to fund cuts to more damaging taxes like property stamp duties and boost the economic recovery from the COVID-19 recession.

“State payroll taxes levied on jobs at different rates and business turnover thresholds should also be harmonised across the nation”, says David Thodey.

David said that the new National Federation Reform Council set up by the Prime Minister can broaden the tax base & rationalise more than 100 Commonwealth-state agreements to end blame shifting & transfer centralised power back to the states.

“COVID-19 and the summer bushfires had dramatically accelerated the time frame required for fixing the federation, including reforming the eroding GST base & other taxes” David said.
